The Agreement for Bringing Peace to Afghanistan, was an agreement signed on February 29, 2020, in Doha, Qatar, between the United States of America and the Taliban, which at the time was not recognized by the United States as a state. [1]
The agreement was intended to facilitate the withdrawal of foreign forces from Afghanistan and lay the groundwork for negotiations between the Taliban and the Afghan government.
The agreement is composed of four interrelated parts:
The United States committed to withdrawing all foreign forces, as well as non-diplomatic civilian personnel and contractors, within 14 months of the agreement’s announcement (roughly in April of 2021).
Within the first 135 days, U.S. troop levels were to be reduced to 8,600 and forces withdrawn from five military bases. The remaining forces and bases were to be withdrawn over the following nine and a half months, contingent on Taliban compliance with security commitments.
